Passage of Hyper Partisan Measure Would Add Restrictive Voter Photo ID Law to April 1st Spring Election Ballot

Last week, as the first order of business in the brand new 2025-26 legislative session, the Wisconsin State Senate rammed through a hyper partisan measure to enshrine Wisconsin's extreme and restrictive photo identification voter law into the Wisconsin Constitution by passing Senate Joint Resolution 2 along strict political party lines 17 to 15. Tuesday, the Wisconsin Assembly will consider an identical measure, Assembly Joint Resolution 1 that if passed would place the issue in the form of a constitutional amendment question on the upcoming April 1st Spring Election ballot.


This is a terrible idea on both public policy and procedural grounds and Wisconsin voters should contact their elected State Representative today and urge them to vote against Assembly Joint Resolution 1 for these reasons which we detailed last week in our release before the vote in the State Senate.

Town Hall Meeting in Sheboygan on New State Legislative District Voting Maps and Redistricting Reform for Wisconsin

In this pivotal election year in the nation and in Wisconsin, voters are being called upon to make important decisions about who to elect as President, U.S. Senator, to the U.S. House of Representatives and for the Wisconsin Legislature. What is evident yet once again is that Wisconsin is one of the most closely and evenly divided, competitive states in the nation at the national level and now, for the first time in 14 years, at the state legislative level.

As a result of a momentous decision issued by the Wisconsin Supreme Court last December and legislation passed by the Wisconsin Legislature and signed into law by Gov. Tony Evers in February, Wisconsin finally has much fairer and much more competitive state legislative voting map districts that much more accurately reflect the nearly even partisan political divide that has long characterized our state for decades.

How did all of this come to be and why does it matter for Sheboygan and for Wisconsin? What do the new state Assembly and State Senate District maps in Sheboygan and surrounding counties look like and how much fairer and more competitive are they? And what can be done to ensure that fair voting maps become the norm for Wisconsin and that we not return to the unfair hyper partisan gerrymandering that polarized and divided Sheboygan and Wisconsin beginning in 2011 and hopefully ended in February?

These and other issues related to fair voting maps and why they are essential to elevate the voices of all voters will be explored by a panel of experts and by you on Wednesday, July 31st from 6:00 to 7:15 PM in the Rocca Room of the Mead Library, 710 N. 8th Street in Sheboygan.

Common Cause Wisconsin is organizing the event which is being cosponsored by the League of Women Voters of Sheboygan County. It is free and open to the public.

The Sheboygan meeting will be moderated and introduced by Jay Heck, the Executive Director of Common Cause Wisconsin and the panel will feature Heck as well as Kristin Booth, the Co-Chair of Voter Registration for the League of the Women Voters of Sheboygan County, former Sheboygan area state Senator and State Representative Cal Potter of Sheboygan Falls and former Assembly candidate and state representative, Chet Gerlach of Elkhart Lake.

After brief presentations by Heck and the panelists, those in attendance will be able to ask questions about the new voting maps and about prospective redistricting reform proposals for Wisconsin.

Speaking up for Truth about Wisconsin Elections at the Holidays

It has now been more than a year since the 2020 presidential election in Wisconsin. After the mandatory statewide canvass, a recount requested by former President Donald Trump's campaign, and several court decisions -- the result was the same and confirmed -- Joe Biden won Wisconsin by over 20,000 votes. It wasn't even the closest presidential election in Wisconsin in recent history. Both 2000 and 2004 were far closer and 2016 was almost as close. And yet, conspiracy theorists and "die hard" Trump supporters have refused to acknowledge the certified outcome of the election in Wisconsin and continue to try to undermine the results.

Alarmingly, these "false prophets" currently dominate the Republican Party in Wisconsin and are currently engaged in a sham, hyper partisan investigation led by extreme right wing former state supreme court justice Michael Gableman as well as pushing unproven allegations about voting in a Racine County nursing home being pushed by a rogue lieutenant and his boss, the partisan, Trump-supporting Sherriff of Racine County -- that are so outrageous that even the District Attorney of Racine County has refused to support the allegations. And on top of all of that, Republicans in the State Senate have launched their own conspiracy theory "investigation" of the 2020 election. When will it all finally end when will they move on to 2021 and beyond?

Common Cause Wisconsin Redistricting and Anti Gerrymandering Webinar Attracts Large Statewide Audience

Panelists Explore the 2021-22 Redistricting Process, Litigation and Legislative Solution During 90 Minute Program

More than 300 Wisconsinites registered for Common Cause Wisconsin's first statewide webinar on the current redistricting process and how to end partisan gerrymandering that was conducted last Tuesday evening with panelists and voters participating from every corner of the state. The event originated from Madison where CC/WI Director Jay Heck and CC/WI Voting & Elections Consultant Erin Grunze provided opening comments and introductions of the other panelists.
 
State Senator Jeff Smith of Eau Claire and State Representative Deb Andraca of Whitefish Bay, the lead legislative sponsors of a redistricting reform measure based on Iowa's 40-year-old non-partisan, effective redistricting process, detailed how their bipartisan measure would ensure that state legislative and congressional districts would be re-drawn by neutral civil servants rather than partisan legislators utilizing strict, non-partisan criteria that keep communities of interest intact and don't rely on past election results to gerrymander new districts. Smith, who served in the Wisconsin Assembly from 2007 to 2011 was elected to the State Senate in 2018 in one of the very few, even remotely competitive legislative districts. Andraca, a former elementary school teacher who defeated a long-time incumbent in 2020 likewise represents one of just a handful of competitive Assembly districts in the state. Both expressed optimism about the ultimate success of their legislation gaining eventual enactment, citing overwhelming public support for this non-partisan redistricting process for Wisconsin.
 
Elections law expert and attorney for Law Forward, Mel Barnes, laid out the legal environment and the critical role of state and federal courts in the current redistricting process, highlighting the substantial litigation that has occurred already since the release of U.S. Census information just last week. She also projected how the current, contentious redistricting process might emerge once the Legislature, the Governor and the courts have all weighed in.
 
CC/WI Board Member and former State Representative Penny Bernard Schaber of Appleton spoke about how the critical importance that citizen activism and direct contact and sustained pressure by constituents with their state legislators has resulted in unprecedented public and legislative support for ending partisan gerrymandering and that this activity must continue if reform is to occur.
 
Excellent questions from audience members helped to further illustrate and explain how redistricting reform has become such a "front and center" critical public policy issue for Wisconsinites and that ending gerrymandering is a top priority for many of the state's voters.
 
 
And here are additional actions you can take to end gerrymandering in Wisconsin:
 
  • Directly contact your legislators in support of the redistricting reform bills and demand a hearing for this important legislation. You can do that in just a few clicks here.
 
  • Join the Wisconsin Fair Maps Coalition Legislative Lobby Day on Monday, September 27th at the Capitol in Madison to talk to legislators and encourage them to support AB 395 / SB 389  — the fair maps bills introduced by Sen. Smith and Rep. Andraca. Common Cause Wisconsin is hosting a statewide webinar on the state’s redistricting process on Tuesday, August 17 beginning at 6:00 PM - Central Time. A panel of democracy reform leaders and elected officials, including State Senator Jeff Smith (D-Eau Claire) and State Representative Deb Andraca (D-Whitefish Bay), will discuss the introduction of redistricting reform measures this session that put people before politicians and how to end partisan gerrymandering in Wisconsin (Senate Bill 389 / Assembly Bill 395). 

Additionally, Law Forward attorney Mel Barnes will present legal perspectives on the current happenings with regard to the battle for nonpartisan, transparent maps for Wisconsin and what the new Census data will mean and former State Representative Penny Bernard Schaber (D-Appleton) will share the progress and challenges of the grassroots efforts in Wisconsin to make redistricting reform a reality.

Redistricting happens once a decade. It is the process the state legislature uses to draw new congressional and state legislative districts that reflect the changing population data from the previous year’s U.S. Census count. The process is supposed to ensure that even as our communities grow and change, every citizen will have equal representation in government.

In 2011, the last redistricting cycle, state legislators engaged in partisan gerrymandering, giving their party a vastly unfair electoral advantage. A recent study found that Wisconsin is the most gerrymandered state in the nation in the last 42 years! We can and must do much better than that in 2021-22!

In 2011, Wisconsin state legislative and congressional districts fell victim to one of the most partisan gerrymanders of any state in the nation. Legislative leaders, in a locked law office across the street from the Capitol, supervised the drawing of new legislative districts and made them as unfair and as partisan as was possible and accomplished this completely in secret, with no public input or inspection, in order to lock up partisan control of the Wisconsin Legislature, by rigging the outcome of elections, for a decade. They succeeded beyond even their own wildest dreams and expectations. And Wisconsin is still reeling as a result.

Now, ten years later, the redistricting process is underway again -- as the U.S. Constitution directs must occur every decade to adjust for population changes and shifts in every state legislative and congressional district in the nation. The population of every district must be adjusted and equalized to reflect those changes.

Can we in Wisconsin adopt a redistricting process that is non-partisan, fair and puts voters before politicians? And what does the redistricting process, now underway, look like?

Our special guests and speakers include the two chief legislative sponsors of redistricting reform legislation Senate Bill 389/Assembly Bill 395, which is based on our neighboring state of Iowa's non-partisan redistricting process which has been successful and in place since 1980. They are State Senator Jeff Smith (D-Eau Claire) who was elected in 2018 but who also served in the Wisconsin Assembly from 2007 to 2011, and State Representative Deb Andraca (D-Whitefish Bay), who was elected in 2020.

Also speaking will be Melody Barnes, an attorney and legal expert with Law Forward who will brief us on redistricting in the courts and former State Rep. Penny Bernard Schaber of Appleton who will talk about the critical importance of activism at the local level. I will moderate the discussion.

You, the voters and citizens of Wisconsin, will have an opportunity to ask questions.

Redistricting Reform and Fair Voting Maps Kicking into High Gear

As you likely know by now, the redistricting process in Wisconsin and nationwide must occur every ten years to reflect shifts in population and we are fast approaching that significant and critical event. Updated census figures will be processed and sent to the states by September 30th and the actual redrawing of state legislative and congressional districts will then take place -- likely before the end of 2021. Whether that process mirrors the very partisan, secretive, unfair redistricting process that occurred in Wisconsin a decade ago -- in 2011 -- or if redistricting will be much more fair, nonpartisan, transparent and reflects the interests of citizens rather than politicians is the question yet to be answered.

But next week, the nonpartisan redistricting process and the fight for fair voting maps will take a big step forward.

On Monday, May 17th, redistricting reform legislation -- that CC/WI first helped devise and advance in 2011 -- that would transform Wisconsin's system to a nonpartisan process modeled after our neighboring state of Iowa, will be formally introduced in the Wisconsin Legislature at an outdoor, socially distanced rally at the State Capitol Building at Noon. On hand and speaking at the event will be the lead legislative sponsors of the reform measure -- State Senator Jeff Smith (D-Eau Claire) and State Representative Deb Andraca (D-Whitefish Bay). Join with CCWI and our friends in the Fair Maps Coalition at the rally, which will begin at 12 Noon on the State Street side of the State Capitol Building in Madison -- rain or shine!

After the May 17th event and the introduction of the legislation and the assignment of bill numbers in each legislative chamber, CC/WI will initiate a massive statewide call to action -- calling on our thousands of members and activists to contact their state legislators to co-sponsor and support the redistricting reform legislation and demand a public hearing and consideration of the measures in the legislative committee to which it has been assigned -- a simple matter of civil respect that Assembly Speaker Robin Vos and former State Senate Majority Leader Scott Fitzgerald have denied the citizens of Wisconsin for the last ten years. We will see if new State Senate Majority Leader Devin LeMahieu parrots the arrogance of Vos and Fitzgerald.

One thing that is dramatically different this year than during the 2011 redistricting process is that there will be "alternative" fair voting maps devised and put forward by you, the citizens of Wisconsin, as alternatives to the partisan, secretive maps that Republican legislative leaders are currently devising. In 2011 there was no alternative to the gerrymandered maps. This year, the Peoples Maps Commission is encouraging citizens to engage in the drawing of voter maps starting from the local level so that communities of interest in towns, cities, rural areas and counties in Wisconsin can be reflected in the new voting maps. In 2011 all of this was completely ignored. The Peoples Maps Commission has pledged to draw state legislative districts using non-partisan criteria to counter the expected partisan maps that Vos and Le Mahieu are expected to direct.

Judicial Recusal "Public Hearing" with Justices Shirley Abrahamson & Ann Walsh Bradley on Oct 24th in Madison

Why We Need Effective Judicial Recusal Rules in Wisconsin

Next Tuesday evening, October 24th, Common Cause in Wisconsin is holding the last of three town hall "public hearings" on judicial recusal. This event will take place from 6:30PM to 8:00PM in the Grand Hall at Capitol Lakes - 333 West Main Street, Madison, WI.

Wisconsin Supreme Court Justices Shirley Abrahamson and Ann Walsh Bradley will join former Dane County Circuit Court Judge Gerald Nichol as panelists. Nichol was the former Chair of the now-dissolved nonpartisan Wisconsin Government Accountability Board.

Wisconsinites would be shocked to know that our state is among the four worst in the nation with regard to the strength of recusal rules for judges receiving campaign contributions. Our current state recusal "non-standard" essentially states that justices may decide for themselves whether to recuse in a case involving a party who contributed to them. It was written verbatim by conservative special interest groups in 2010!

This past April, the Wisconsin Supreme Court considered a petition by more than 50 retired Wisconsin judges to establish reasonable thresholds for recusal of judges at all levels when they receive campaign contributions from a defendant or plaintiff – or if they benefited from spending by an “outside” special interest group involved in a case before their court.

Incredibly, the State Supreme Court voted 5 to 2 to reject this petition, and the Court did so without a single public hearing.

With a Wisconsin Supreme Court election looming in early 2018 to replace retiring anti-recusal Supreme Court Justice Michael Gableman, it is critical that Wisconsinites fully understand and raise their voices about this issue – which will be prominent in that election.
